The information in observers letter indicates an observation of a Helicopter of some sort.
11. BRIEF SUMMARY AND ANALYSIS Object was travelling slow and high. At first it appeared to be silver in the sun but as it passed directly above Burke St., observer saw it was transparent as if made of glass or transparent plastic, and seemed to have two people aboard, one in the front, the other seemed to be sitting facing the back of the capsule holding something large, like a large camera.
