10. BRIEF SUMMARY OF SIGHTING [HW:] One object, bulb-shaped with two lights at 3 miles away, seemed about 8" across, fiery red in color, looked like a fire in the Gulf. Appeared parallel with horizon and in a NW direction. Disappeared while fading down.

11. COMMENTS/INFO provided by witness is conflicting with drawing prepared by witness and fig was in Gulf but direction is given as comparison of drawing prepared by witness and map of area indicates that witness does not know directions in his location. This case is classified as Insufficient Evidence! There is strong indication that atmospheric refraction was responsible for witness viewing something which would normally have been below horizon.
