10. BRIEF SUMMARY OF SIGHTING Very large object, similar to tank on a water tower, showing many bright red lights at 700-800 ft estimated. Headed W from Grand Portage, returned heading E to Suzy Island (in Lake Superior), descended behind a hill on the island disappearing momentarily, reappeared, heading W and disappeared. All maneuvering at slow speed.

11. COMMENTS Flight path indicates object was probably a helicopter. Efforts to determine if a helicopter was in air at time of sighting met with failure. Also possible that planet Jupiter, which was mag -2 and just visible as a point of light [HW:], contributed to sighting Jupiter however could not be responsible for what apparently passed overhead and then was seen in E. No evidence available indicating that sighting was due to an inter-planetary object or that it constituted a threat to U.S security.
