The description is consistent with that of a hot air balloon. The wind was blowing due west at 3 knots.

11. BRIEF SUMMARY AND ANALYSIS [HW:] Observer sighted a bright orange light in the NE. The light moved westerly and a smaller orange light appeared, and then disappeared under the larger orange light. The orange light continued and disappeared to the north of the observer.
