At the time of the sighting Sirius was rising.
BRIEF SUMMARY AND ANALYSIS Observer noted a gliding red-green light in the eastern sky. Object was sighted at the lower end of the Big Dipper. Object stayed in one place, essentially; but moved up and down and back down to the original spot, repeating this cycle throughout the observation. The description is consistent with that of an astronomical observation. The Big Dipper was not in the SE at the time of the sighting, but the constellation Orion, which does resemble a dipper when taking into account the three belt star as the bottom of the dipper.
