VENUS rose at 1115% and was low in the east at the time of the sighting in about the same position the object was sighted.
BRIEF SUMMARY AND ANALYSIS: Object appeared as an electric arc weld at take-off and an yellow at slow speed. Appeared as a florescent yellow blimp. Observer stated he could not give an accurate description of the shape or speed or the distance of an object moving at the speed that it was traveling. Observer was in an automobile traveling southwest at about 15 MPH. [HW: no basis for the speed]
