11. BRIEF SUMMARY AND ANALYSIS Object was an olive green and size of a wash tub, with tripod effect on bottom. No sound. Object was descending from the East. It [ILLEGIBLE] ascended rapidly in a northerly direction and disappeared in clouds. At the time of the observation, it was misty with light rain.
Possibles s/c based on duration and flight characteristics. Description not in accord with this analysis. Possible that the appearance was distorted by the atmosphere conditions. Form 164 received.
RE-EVALUATION indicates balloon sighting (or debris in wind).
