Radar analysis indicates that BALLOON was most likely cause of radar returns. Ground and air visual confirmation of balloon sighting.

11. BRIEF SUMMARY AND ANALYSIS Object hovering over Findlay, Ohio reported to Radio station at Lima. Reported as hovering over areas at high altitude. Described as balloon shaped. Picked up on RADAR for a period of 2k minutes. Lost contact and another or same object picked up on RADAR at Oakdale, Pa., and observed visually near Eastmont, Pa. Held on this radar for about one hour. To the SW of Radar site. Object over Stubenville, Ohio. A/c vectored and observed balloon with gondola attached heading 270 deg at speed of .7 Mach.
