10. CONCLUSION Other (UNRELIABLE REPORT) Correspondence from youth of 13 dating back to 1963. Lad has seen lights on more than one occasion.
11. BRIEF SUMMARY AND ANALYSIS Light observed for about 30 minutes. Motion toward a star and slightly rising. Reportedly moved in front of a cloud. Sighting possibly astronomical however rising and movement reported in front of a cloud inconsistent with this analysis. Balloon could not have been that long or appear that bright. A/C not stationary for 30 minutes. Witness indicates avid interest in UFO's and has corresponded with the Air Force since 1963 on this subject. Report of dubious value.
