11. BRIEF SUMMARY AND ANALYSIS: Objects observed in erratic patter maneuvering in and around 3 A/C. Up and down over and above. 2 A/C first night, 1 A/C second night. Objects visible for 3-10 seconds intermittently. Would flash and then reappear at a different location. Observed as bright lights only, no shape etc. Appeared to be only one object. At least seven different sightings of this one object.

COMMENTS: "Border Town", Refuel Area, 11th ARS at Dover Controls this area in use only at 17/00Z on 27th by 305-375th from Lockbourne. ANTOC Watch supervisor reported that on both nights light to moderate air traffic in area and that two refueling zones are in the approximate location.
