1. DATE: 23 Sep 63 2. LOCATION: Keesler AFB, Miss 3. DATE-TIME GROUP: Local [ILLEGIBLE] OUT [ILLEGIBLE] 4. TYPE OF OBSERVATION: Ground-Visual [HW:] 5. PHOTOR: D Yea [ILLEGIBLE] military 6. SOURCE: 7. LENGTH OF OBSERVATION: 5-10 seconds 1-2 min 8. NUMBER OF OBJECTS: two 9. COURSE: 10. BRIEF SUMMARY OF SIGHTING: Whiteish-grey object without specific shape or size appearing as a contrail only. Appeared to be a contrail coming from an Invisible plane. Initial observation at 45 deg elev in ESE disappearing after flight to WSW. Reappeared after 10 sec break heading SE. Headed SE for 5-10 sec at which time it seemed to disintegrate and not break up. Continued at 45 orig speed in a slightly downward trajectory. Downward slope increased and size became a cloud-like enlargement which persisted.

12. CONCLUSIONS: Was Balloon Was Contrail Balloon Possibly Balloon Was Aircraft Possibly Aircrafts

[STAMP]: Sighting at night about 1030 pm. Object not observed; however report indicates that Quid possible for n/c to generate contrails and not be visible, also [ILLEGIBLE] Contrails.
