10. BRIEF SUMMARY OF SIGHTING Round white object would get bright and then dim. Appeared as a light. Initial observation at 60 elevation at estimated altitude above 60,000 ft. Object in sight for 20 minutes during which time it would speed up and slow down and followed a zig-zag path over the horizon (behind trees) to the North. Observed through Binoculars at dusk, some daylight remaining. Information received by letter and subsequent telephone call.

11. COMMENTS Description of the sighting indicates a balloon observation. Flight and all essential data conform with this analysis.
