10. BRIEF SUMMARY OF SIGHTING Obj with less magnitude than Venus or Jupiter observed to appear stationary for about 5 minutes at which time it moved to the SE & out of sight in 5 mins more.

11. COMMENTS Satellite ECHO I was over the city at 427 AM EST to the North of the city at 51 dgr elevation moving SE in position to be observed by the witness. Case evaluated as ECHO I.
