9. CONCLUSIONS Was Balloon Possibly Balloon Possibly Ballon [STAMP:]

10. BRIEF SUMMARY OF SIGHTING: Object described as triangular, size of pea, colored red and white, was observed through a 6 power rifle telescope by a witness in Dickinson, N.D., object was viewed generally in W. Was reported to revolve and have disappeared over horizon. Visibility at time of sighting was clear and visibility unlimited.

11. COMMENTS: Object viewed by witness was probably planet Venus (β). Venus was in a direction consistent with that reported for UFO. Planet was of -3 magnitude at time of sighting. Time that planet set and sighting ended are also same.
