10. BRIEF SUMMARY OF SIGHTING Bright starlike objt, moving across sky to NE appeared to move side to side while sighting (6 min); then 10 min. Color whitish white appeared to be in orbit. Picked in NE about 20-30° above horizon.
11. COMMENTS It is apparent witness was watching for Echo I in early morning hrs and did not see Echo I until a lot of time had passed. Echo I indicates that it could have been this area moving in direction reported by witness, but at a lower elevation. However, the elevation of an objt in night sky is very hard to estimate accurately, even by trained observers and there is a tendency to over-estimate elevation by several degrees. Quilt therefore probably Echo I. Side-to-side movement attributed to refraction or staring at objt by observer.
