10. BRIEF SUMMARY OF SIGHTING Object at unknown altitude picked up on radar, height estimated at 97,000 ft on bearing 056 degree s., disappeared at 10,000 ft after some descent on heading of 695 deg., depends on lo nm variation.

11. COMMENTS Object Analysts believed object to be balloon. The behavior of the target (speed, rate of descent, and evident size of target) all point to this conclusion; however, no pressure or buoyant cue to either low inflation or heavy load or the instrument package.
