BRIEF SUMMARY OF EVENT A/c like glider or "chicken hawk" hovered in area, Palomar range or dark brown or black bottom, No sound, [ILLEGIBLE] m radius of fine fibre-like material dropped in 3 stages at 10-21,000 ft., Took 15 min for material to reach. Plane had insignia not readable with binoculars. Plane departed after drops with tremendous speed and sound. Phone call to one witness revealed wings like plane and established altitude at 15-16,000 ft. Substances covered large area. Sample sent to ATIC for analysis.

12. CONCLUSIONS Was Ballon? Possibly Ballon? Was Aircraft? Possibly Aircraft?
