11. BRIEF SUMMARY AND ANALYSIS Red, circular rotating object traveling SE-W collided with weather balloon at 10,000 ft. Source stated that object was approx 3 times size of balloon. Object rotated 15 seconds after the collision and departed into the wind on an ascending path.

CONCLUSION: Although the integrity of the observer is considered excellent, it is believed that he exaggerated the dimensions of the object. Commander of local weather station states opinion that only possibility of phenomenon would be an optical illusion or mirroring in the lens of the theodolite. This type balloon not expected to burst below 20,000 ft.
