II. BRIEF SUMMARY AND ANALYSIS

The observers sighted a white or silver object that traveled in a highly erratic flight path, was apparently seen somewhere in the eastern sky, and remained visible for two-four minutes.

COMMENTS: The observers can't seem to agree on what exactly the obj., looked like (one said like a cigarette or cigar one said saucer shaped, one said disc shaped). One observer stated that it was seen in the N2, one said the SS and one didn't know. The new Philadelphia and the Dover police departments were contacted but no one had reported seeing anything similar to them. Weather reports indicated that at 2400Z the surface (and upper air) wind was very strong (16-20 knots), and was blowing in an easterly direction.
