CONCLUSION Possible (HOT AIR BALLOON)
Surface wind direction 330 degrees at 5 knots. This plus descent to indicated that object was a possible hot air balloon.
BRIEF SUMMARY AND ANALYSIS Observer saw bright orange cigar shaped object for 60 seconds approx 40 deg above the horizon and disappeared approx 15 to 20 deg above the horizon. Object disappeared very suddenly.
