10. CONCLUSION INSUFFICIENT DATA FOR EVALUATION
The observer was sent a form 117 but failed to return it. The observer allegedly took photos with a [ILLEGIBLE] movie camera but did not submit these either.
The observer was driving east on route 82, toward Artesia, New Mexico, when a few miles east of Elk, New Mexico, he noticed a large amber light to the right side of the highway at an angle of about 15 deg. The object remained in view until the observer came to the outskirts of Artesia.
