BRIEF SUMMARY AND ANALYSIS:

Observers noticed flashing lights traveling in a southerly direction over the Susquehanna River. There were approximately 30 to 50 flashes in a zigzag pattern. The first flashes were about as bright as full moonlight. The second flashes dimmed quickly and simply stopped about an hour above the horizon. The flasher seemed to be at equal intervals but the distance intervals varied greatly.

Contact with Benxin Flight Operations revealed that a NOKA C-118A aircraft was in the area using a 400-foot beaconing light located on the bottom of the aircraft fuselage.
