Arcturus was on an azimuth of 290 degrees and at an elevation of approximately 8 degrees

11. BRIEF SUMMARY AND ANALYSIS

Observer reported a star like object in the western sky that was like a very bright white light that seemed to have red and green lights that were flickering Observer first noticed the bright light from an upstairs window The light disappeared slowly behind the hill and when it was above the hill it was moving slightly up and down.

The description is consistent with that of an astronomical observation Arcturus with a stellar magnitude of 0.2 is quite visible to the naked eye, and would have been the brightest light in the western sky.
