BRIEF SUMMARY AND ANALYSIS: Observers sighted object low in the sky in the east or SE. It seemed to loop, hovered in the sky, yet moved fast at times. Went from East to South then rose in sky to nearly overhead. Faded in the East over the hills. Object was round, white in color changing to red, green and white.

KC-135 aircraft number 836 was on a local flight just prior to the sighting. The aircraft was in the vicinity of the sighting South and Southeast of Plattsburg AFB at 24,000 ft., then returning to holding area East of Plattsburg AFB. Both red rotating beacon were on as well as white and green navigation lights.
