BRIEF SUMMARY AND ANALYSIS [HW: Observer was sitting down on the ground looking through a pair of binoculars when they saw an obj that was shooting past at about 120 mph. It was a brightly colored object with circular markings. The observer's description matches later witnesses' view of an obj with a bright orange outline and a yellow tail. Information in letter quite matching; therefore, forms sent to witnesses.]
