BRIEF SUMMARY AND ANALYSIS: One object, brighter than a star, looked like inner circle of orange and outer circle of a blue corona like electrical discharge. Straight flight. No details. Passed overhead. Sliding at an angle. No sound. Small. Appeared to come from the horizon. No change in speed or direction. Speed estimated at 350-400 mph and altitude at 2,400-2,500 ft. Observed from inside a building on the campus. Size 39-49 ft in diameter.
Observed at same time as ECHO II.
Conflicting data between report and [ILLEGIBLE] ONCE.
Inconsistencies between speed, elevation and duration.
Object travelled through 45 deg elevation in 10-15 seconds, yet witness was able to give detail of two concentric circles and view this detail.
