Investigation revealed that a PA-12 aircraft was advertising opening of W T Grant store. Lights are built in under the wings.

11. BRIEF SUMMARY AND ANALYSIS 1. Large circular object with over 100 lights, very low, hovered for 5-10 minutes, then flew away. 2. Bright object moving N to S about 6 miles from end of runway proceeding through military climb corridor, maneuvering in area. 3. Received phone calls from civilian observing object. 4. A/C diverted for identification observed another a/c with light that gave off strobing effect.
