10. CONCLUSION AIRCRAFT [HW: Pow. aircraft]
Lights consistant with a/c evaluation. Two a/c using water assisted takeoffs from Dow AFB just prior to sighting would be over area.
11. BRIEF SUMMARY AND ANALYSIS Four dull silver objects, circular in shape were observed while witnesses were looking at the lighting displays from the State Fair. Four objects observed in the North in flight to the South and turning East when reaching a point over head. Three turned East one continued South. No additional a/c in area other than two from Dow AFB. WX clear.
