11. BRIEF SUMMARY AND ANALYSIS Initial point of 11,000 (Observed through 5K, and no additional data was obtained). The aircraft was seen to be in a very low level flight at approximately 2,000 feet above ground level and was flying at an angle of about 45 degrees to the observer's line of sight.

The aircraft was a small [ILLEGIBLE] on an constant speed. Papers were seen falling from the aircraft as it moved away.
