11. BRIEF SUMMARY AND ANALYSIS Very bright light flashing on and off in flight from SS to NW at terrific rate of speed, "o shape visible. Light stron enough to be almost blinding to eye.
COMMENTS: Sighting data indicates observation of a photo a/c with strobe. Check made with activities at Urbana- rattan doing associated work proved negative No positive identification of mission Case regarded as a photo mission based upon reported characteristics.
