BRIEF SUMMARY AND ANALYSIS No round white objects observed while expecting observation of ECHO II. 1st object sighted and assumed to be ECHO II. 1st object in flight from S to N. 2nd object on S to N course. As objects approached each other, 2nd object moved to South. Changed course several times and landed North, disappearing behind mountains. Object in view for 40 minutes.

COMMENTS: 1st object Satellite ECHO II, 2nd object moving with wind (from North below 10,000 to West from 16,000 ft). "2d object possibly a balloon." Duration of 40 minutes too long for a/c movement corrected for wind at 35-36 knots; no object identified as a balloon.
