11. BRIEF SUMMARY AND ANALYSIS Object observed on bright night, appeared as a light about last leg step, steady somewhat flashing, moved quite slowly to west, observed at 40-75 deg elevation.
NOTES: Satellites WEN I and WEN II not in area at time specified, while not ruling out satellite duration is slightly excessive and no easterly component noted in flight path. Possible high flying balloon or aircraft at 4/6 deg altitude. Unlikely cause - unwinding in flight mode and data not obtained.
