CONSIDERATIONS: Investigation of various sightings in area indicated that night photo missions of infrared type with low flying aircraft using limited lights for illumination and/or identification and employing a generator using AC and DC current to run equipment was occurring operations in the area. Case evaluated as an aircraft.
