10. BRIEF SUMMARY OF SIGHTING 25 groups of from 2-6 objects observed over a period of one hour rising from the horizon drifting on course of 00 deg to 040 deg. Tan orange in color, without defined formation. Flickering tails. Observed through theodolite. Estimated speed 10-15 knots, with altitude from 200-5,000 ft. Cave appearance of 5,000m UX balloons with flares attached. Photos attempted.

11. COMMENTS Photos requested. Reply added information that objects were identified as hot air balloons observed by pilot who flew within 1500 ft of the balloons. Balloon launched as part of festival at Rosario. Results of photos were negative. [STAMP:]
