10. BRIEF SUMMARY OF SIGHTING Object observed to move from S of Polaris to NE. Paded after 3½ minutes observation. Moved through arc from original position to point below pointer stars in dipper (toward Draco) Speed rapid, but much slower than meteor. Appeared to stop twice. Intensity seemed to fluctuate.

11. COMMENTS Satellite ECHO I passed Houston North of the city at 30 deg elevation heading NE at 15/0346Z. Direction of flight and position of object in accord with this analysis.
