10. BRIEF SUMMARY OF SIGHTING: Apparent satellite in position at estimated altitude of 300 miles. Speed estimated at 15,000 mph no change or color during observation. No color or blinking lights noted. Witness research Engr from Boeing Co.: Object brighter than Sputnik and much slower. Checked with Boeing in Seattle. No a/c in air with device that could be interpreted as a steady light. Had 2 experimental a/c in air, 1-C-45 and 1-F-56. Navy from Whidbey experimenting with a Strobe light at high altitude.

11. COMMENTS: Called by Dr Hynek. Object disappeared at about 40-45 deg past true vertical. Time double checked with clock in kitchen for about 20 min firm. Brightness [HW:] times brighter than star. Brilliance faded but not dull to naked eye and looked like star. No shape, Brilliant white, no color, and steady. Absolutely straight flight. Passed through [ILLEGIBLE] dog arc in 20 min. No sound.

Witness observed ECHO but did see Sputnik.
