10. BRIEF SUMMARY OF SIGHTING A/C sighted going SW with what appeared to be lights forming a circle, lower than a commercial plane would fly and at about 1/2 speed. First impression was that A/C looked like a floating mine. Obj was as large as DC-4 fm nose to tail w/lower half of obj vague. Circles of lights around center appeared to be moving as in a theatre marquee. Lights large in comparison to remainder of obj & looked similar to A/C flying very high, lights observed left to right on SW flight & right to left on return.
11. COMMENTS Sighting has all characteristics of A/C with advertising banner of lights. Check of local flights at this date not feasible as the obj is within present capability of conventional A/C & does not present a threat to security of the U.S.
