10. BRIEF SUMMARY OF OBSERVATIONS Obj observed after observation of a/c to be at estimated 17,000 feet rising & drifting to position overhead at estimated elevation of 40,000 feet. Observation prior to sunset. Obj had light.

11. COMMENTS Balloon release Radiosonde fm Lander Wyoming, 55 miles to E & slightly to the S of Cora at interval of one hour prior to sighting. Also release Rawinsonde balloons half hour prior to sighting. Either of these would be in position to be observed with any wind velocity indicated by the distance traveled in 1½ hours. Prevailing winds are to the East & the flight toward the west would be unusual & occurring rarely, accounting for the fact that the observer considered this unusual All characteristics of balloon present.
