10. BRIEF SUMMARY OF SIGHTING: [ILLEGIBLE] large flashing lights observed hovering to 3 moving slowly E in view for 20 min. Lights gave appearance of rotation or blinking.
11. COMMENTS: Minds W at 25-30 knots. Ho- tion of objt indicates balloon observation and winds conform to direction of novem. Origin of balloon launchings and time not obtained however there is no info in report that conflicts with evaluating this case as probable balloon sighting.
