10. BRIEF SUMMARY OF SIGHTING Elliptical objt bright- or than Venus, oval in shape with small lights moving clockwise around objt. Moved erratically and changed directions.

11. COMMENTS Weather stormy. Leads to conclusion of possible balloon observation. However witnesses were meteorological technicians who should have knowledge of upper atmosphere. Case listed as insufficient data due to location of observers.
