10. BRIEF SUMMARY OF SIGHTING [HW:] Light moving around in sky always circular confined to one general area. Some intensity.
11. COMMENTS [HW:] Witness regarding sighting apparently had been watching ship for 30 minutes prior to calling and ship was still in view. Witness could only report that he was looking toward 3rd st, which is to N of him, and objt apparently remained in same general area. It is possible that, since objt did not disappear, it was a reflection of unobserved light source off of a high base layer.
