BRIEF SUMMARY OF SIGHTING: Object probably a low cloud-type cloud, Witness in [ILLEGIBLE] reporting, Unless completely familiar with the geometry of conditions involved, reference, it is difficult to state so regarding the object to some stationary point of reference that the object was stationary, Regarding opposite direction at a rate which depends upon background, object and witness, and witnesses would appear to be moving in the same direction as a slower rate, how much depending on the same three factors., Although it seems that the object was motion observation quite probable that the object joining into the background was actually joining weather conditions and reduction in visibility has cause No evidence that there was any such object this US or that any interplanetary vehicle of any type was present Concluded that the witness misidentified a common object probably cloud.
