10. BRIEF SUMMARY OF SIGHTING Yellow and light blue object (top part seemed yellow; front and bottom were blue.). Object was a little smaller than the Echo satellite. When first observed it seemed to turn slightly to its left. Then is turned to its left and picked up speed as it passed between the Great Bear stars on the small side of the Big Dipper. It seemed to rise gracefully. It then went into a cloud and lost its brightness and seemed to turn into a small bluish white dot.
11. COMMENTS This case is classed insufficient data. However, the characteristics and general description indicate that the object sighted was a balloon. No confirming dat at this time.
