10. BRIEF SUMMARY OF SIGHTING Bright white light, upon hovering appeared to have men moving about on top. Varied rpts of similar description. See rpt for details.

11. COMMENTS The preparing officer indicates the possibility of the planets Jupiter, Saturn, and Mars being responsible for the sightings, as well as Vanguard satellites were also calculated as possibly being responsible. Sky conditions at the time were probably responsible for shapes & other characteristics.
