BRIEF SUMMARY OF SIGHTING:

LIGHT spectral obj in 8 pairs about 15 NM from nearest pair. Each obj about 25 ft diameter. Obj had a dark color at unit. Form size. A ship was visible at either end of the Formation, about 5 NM from nearest pair. Pairs appeared to be airborne at between 200 & 200 ft alt no make visible & shadow indicated airborne. COMMENTS:

ATC radar analysis states obj could be submarine activity, fishing craft, or giant manta rays.
