10. BRIEF SUMMARY OF SIGHTING [ILLEGIBLE] light, traveled at high rate of speed, then stopped, luminous, during w/ cockpit arrangement on the top which seemed to rotate. The color was white like the moon but showed no beams or light toward the ground. No sound.
