10. BRIEF DESCRIPTION OF SIGHTING: One black oblong object, size unknown, appeared to be at approximately 1,000 feet. The object was seen through binoculars and appeared to remain stationary until it gained altitude and disappeared.
No report in file.
11. COMMENTS: Due to the duration of the sighting and the color of the object it is the opinion of the headquarters that this sighting was possibly generated by a balloon or the pibald type 225 was the time of end of the sighting; it is possible that the observers saw a pibald type balloon released at Beloit at 2100Z; I is unlikely that a balloon would remain stationary for over an hr & then rise; insufficient data for evaluation.
