BRIEF SUMMARY AND ANALYSIS Three [HW:] fire engineers observed a white smoke or vapor trail at 40-50,000 ft, while tracking a 72 ft balloon at 72,000 ft through [HW:] balloon at 72,000 ft for approximately 3 minutes and a rate of 18 deg per 9 seconds (at 3,668 mph) then began vertical [HW:]. Tracking [HW:] deg per sec., [ILLEGIBLE] object was visible several times appearing to grow in size and level off while trails ceased observation made from roof of General Mills Laboratory.
