10. CONCLUSION BALLOON: Upper air research All observers interviewed were of opinion that they saw an UAR balloon. Lowery plotting center stated that there was an UAR in area at that time.

11. BRIEF SUMMARY AND ANALYSIS One obj at high alt was seen by civilian airlines personnel on the ground and a Navy pilot in the air. Obj made some movement to the North.
