11. BRIEF SUMMARY AND ANALYSIS Circular stepped object flying at very high altitude, Circumstance greater than the moon, Appeared in [ILLEGIBLE] and disappeared in [ILLEGIBLE]. Duration reported as 20 minutes, Had a comet-like tail, Could not have been a rocket because no smoke was trailing.
COMMENTS: Likely there is an error in the duration reported. Description of the object as having a comet-like tail and compared with rocket indicates a much greater speed then would be associated with an object viewed for 20 minutes. Description of the object and the many observers indicates a major observation. Duration considered to be in error.
